Hey Snap, I'm from Florida and did a little bit of land-based flylining in Key Largo years ago.  I can't remember any specific spots, but if you can get a kayak, you'll be in a much better position.  I'd highly recommend that.  Otherwise, put on some tennis shoes and go wading.  You probably know all this, but look for drop-offs (even if they are small) and bottom changes like grass to sand and one grass type to another.  If you can find all that plus mangroves in the same place, then throw in a bit of current, you're sure to find something.  A kayak will help tremendously.  Also, you can hit up the beaches on the ocean side of the keys to catch fish running the beach after bait.  You'll want calm and clear for that.

Sure is Tarpon season....... although I've found that the flats are only really accessible by boat.
