Dennis Verrest caught this giant using 8'6" Black Hole Cape Cod 86 Nano rod/ in Florida after he fished big kingfish from the rock in NZ.

He must have more confidence with the 8'6" rod than I do as I don't dare to use the rod for such a giant grouper. :)
He said it took 25 minutes to land the giant. It means he used very heavy drag.
I think he used bait.

Dennis Verreet fighting a goliath grouper using 7'5" Black Hole Cow Special rod with lock-down drag ( 60 lb) with Daiwa Saltiga Expedition 8000H reel.
The one-piece rod is probably the strongest among popping rods and are designed for giant, cow or marlin.
Even so, it is amazing the rod didn't break as the goliath fought under the boat and he used lock-down drag.
I cant' wait to see the video of the fight. 
They used bait to catch goliath grouper.
