Modified trim tab. Why?

I just bought some second hand Lenco trim tabs.
One of them has been modified with a short length of tube welded to apparently divert a jet of water when moving forward.
What is the purpose/benefit of this? Would I be better to just remove and close the hole, or leave it. It's only about 6-8mm in diameter and about 1/2 long. The protruding part is on the lower face and into the direction of travel.

It probably had a hose attached to it as live bait tank pick up. Works well on the cruise as it saves you having to run the pump all the time but not so much when you're sitting there fishing.

Or possibly a speed pick up, but with modern fish finders you don't really need that any more
