Rock Casting

So I'm currently casting from rocks on Auckland's east coast. 

I'm looking for 2 ideas....

1. How can I stop getting snagged (so many rocks) on Auckland East Coast. Beaches aren't deep enough to cast from either.

I've thought about having a balloon on my line, then have a trace down to a sinker 1m below it with a 2-3m line off that with my bait. It should keep my line off the bottom and out of the rocks yet be heavy enough to cast.  My concern is will my bait be above Snapper etc?

2. Any recommendations for getting my line out further than casting reach and without the cost of a Contiki?

Where are you fishing? A straylined pilchard with no extra weight and staying in touch with your bait may help
Best gurnard fisherman in my street
