some fisheries have miles too large an area and need to be divided up into smaller sections,
Gurnard Tarakihi Hapuku even Snapper all of which dont swim the full area of that given species,
so you cant claim one species will replenish another,
as for that one snapper with a tag in it from the HG recaught in Napier that was bull sh#t, more like a Comm playing stupid buggers to try influencing the out come of how fish are so spread out for their own convenience...
