I have been using standard portable hot smokers for years and sometimes when I’m smoking the bottom steel holding the sawdust ‘pops’ with the heat and sends sawdust over the fillets on top.
Any remedies or suggestions?

You could lay the fillets on aluminium foil. I do this anyway to make cleanup easier and it doesn't seem to reduce the smokiness.

Mine did that too..... a real pissoff . . I just stomped my boot into the bottom thus deforming and slightly creasing it ..... end of problem . I also only use one burner and leave the lid   so there is a 20mm gap at one end . I find the smoker is real easy to overheat , like if your getting black tarry looking stuff dripping off the underside of the lid  ( and onto your fish ) then its getting to hot .Smile.
I wish I was young again .... Id be heaps smarter than this time

I've seen guys put the sawdust down and place a layer of tinfoil over this with little holes poked in.

More to catch the drippings, but thinking it through, it would/could possible help with your problem too.
It happens only when the bottom gets too hot I believe.

Perhaps also consider putting a heavy weight at the bottom to stop the pop so to speak if the smoker does inadvertently overheat?

I am thinking too much heat. Have used that system for decades and not noticed that.
But MBs suggestion is good. Will try in future. The mess to clean up after is a bit of a PITA.
