The semi-decent starter combos, if you're buying new, would be the Shimano Backbone Elite + a Spheros SW or Saragosa SW, probably in 10000 size, if you are ok with spin jigging. Overhead, probably an Okuma Tournament Concept jig rod (or the Metaloid one for a little more) plus an Okuma Metaloid 5s or 5Ns. Okuma also worth a mention in the spin category, again Tournament Concept or Metaloid with one of the old silver Azores reels on them, could get setup for less than 400 dollars (plus braid) with that combo.
There are some very good jig rods that cost a little more and pop up on sales from time to time. The CD Rods Nano Fast Jig is one that springs to mind, currently $245 for the overhead 200-300g model at Marine Deals.
It might be worth spending a little more if you think you'll do a bit of it, and nice jigging gear is fairly popular so holds its value reasonably well.
If you don't mind going used, all sorts are available - Shimano Twinpower is a good option for spinners, or any of the "dedicated" jigging overheads (Accurate, JM, Maxel, Shimano Ocea) or more general purpose, Talica or Trinidad 16NA, Okuma Andros and the small Makairas, Daiwa Saltiga (overhead or spin) plus some of the odd brands like Avet all do good reels.
