How easy/difficult is it to change the handle on a talica 2spd? 

I want a longer handle for jigging 

any recommendations appreciated

Piece of cake, just don't let the shifter fly to pieces when you take if off the handle.
 
 
Or if you want to keep it genuine Shimano then I think the arm off a 20/25 (TGT1703) will fit as the shifter part number is the same throughout however the driveshaft is different so I couldn't guarantee it.

Will handles made for 2 speeds fit a single speed as well?

No. You can use a torsa handle on a single speed. Marine Deals have them.
