Yes, at last the big day arrived and we held our Grand Opening along with AGM and annual prize giving! It was a very big day and certainly one to remember!

The AGM saw last years committee all standing again so no changes there. A great surprise was the announcement of Life Memberships for Clyde Fraser and Christine Elmiger for their efforts towards the establishing the new building. This is a definite honour and much appreciated. But of course there were loads of other people involved as well who all helped in their way, big or small, with whatever skill or time they had available.

The annual subscription has been raised by $5 to cover the clubs donation to the Kahawai Legal Challenge. This is one way we can make sure all our members have contributed. Peter Campbell (vice president of the NZBGFC spoke on the importance of supporting the Challenge.)

There has also been introduced a separate junior membership which means a junior can join irrespective of whether or not his/her family belong.

At 1.30pm the opening was held. Our local minister gave a short sermon after everyone had been welcomed and a waiata sung by the fishing club ladies. We were lucky to have Harry Dutton, one of the inaugural committee members, present to officially open the building. Harry and his wife Mary were the managers of the boarding house (now known as the Lodge) and helped get the club going and produced the first newsletter. The inaugural meeting was held in 1966 when the sub was set at one pound and ten shillings for a family. 1971 The old garage site was bulldozed to make what is now the trailer parking area 1973 Full membership to NZ Big Game Fishing Council was achieved. 1975 First World Record 366 pound hammerhead caught by Mr Fred Bailey. 1985 saw the development of the Waihau Bay Coastguard which today has grown to a point where just under 3000 calls can be taken during the Nationals alone.

On reading back through the minute books it is interesting to note that the first recorded discussions on the subject of a club house began in 1974.

Over the years the committee has investigated many different options for the site for a building all of which were unsuccessful for a variety of different reasons, including the constraints of the Resource Management Act, until we were lucky enough to purchase our present site from Sonia de Koning. This was approved at a special meeting held in June 2002. Then began the slow progress of waiting for title, having preliminary drawings completed, applying for resource consent, then working drawings and more complying, organising electricity easement, effluent disposal, parking, transit requirements and applying for funding. All this took a great deal of time when I am sure some of you wondered what on earth we were doing!!

It was a great day when we started building and as soon as the floor went down it rained every day!

This time last year the building was clad in building wrap only but we had a roof. We were closed in and had the deck built and some amenities functioning by the 2005 tuna tournament so used the building and were amazed by the huge crowds who turned up for the prizegivings and wondered if we had created a monster!

The place has exceeded all expectations mainly because we have been so fortunate to have received funding to help with the finances. The building, plumbing, painting and paper hanging etc etc has all been completed with voluntary labour and people employed to do the gib stopping and electrical work.

Many Trusts, businesses and loads of individuals have been involved in the project and all have their names on a thank you board on the club wall. A wonderful effort.

Would those members who won trophies etc and were not able to attend please collect them from the secretary next time you are at Waihau Bay.

As the President of the WBSFC it is my pleasure to present this report on the 2005-06 season, at the end of my eighth year as President.

This is the day many of us have been looking forward to for a long time – the opening day of our great new building!!

All the years of striving for land, raising the funds, getting consent and all the actual work building has been more than worthwhile. The building is freehold, we are in a strong financial position and look forward to a secure future, as will be borne out by the financial report.

There have been many, many simply amazing people involved in a huge variety of ways but I won’t attempt to thank them all at this stage of the day.

Our club is a little different from most fishing clubs in NZ in that our members come from all over the North Island, literally from Wellington to Auckland but only a minority actually live in this area. The good keen members of Waihau Bay Fishing Club continue to support the club and travel here in spite of our often dodgy weather conditions and the huge increase in the cost of fuel we have seen in the last year.

We have run the usual competitions this year and once again we must thank the Waihau Bay Lodge for their support of the Labour Weekend tournament and Holiday Park for the Easter competition. These events would not be possible without them. This year Easter was blessed with the most amazingly brilliant weather – some said the best Easter for seven years – I hope we don’t have to wait another seven years for a repeat! The snapper fishing was great with the best fish being caught by the land based anglers.

The game fishing season was generally disappointing with only seven yellowfin and nine blue marlin but a good turnout of stripies. Total number of stripies weighed was 16 with 26 tagged.

The Nationals is always an exciting time with Waihau being the most popular place in NZ to fish. We had 53 teams and 170 anglers in the competition and numbers increase every year. It is always our ambition to win the billfish section as we have done in the past but that was not to be this year with the scarcity of the big blues. However it was great to see some of our members take advantage of the opportunity to score good points by fishing for skipjack on light line and do very well. A couple of outstanding nights were held with Te Kaha visiting on the Wednesday. We were also very fortunate to have the crew of Ultimate Lady come ashore. They are very involved with the striped marlin satellite tagging programme and the scientist on board, Tim Sippell gave a very interesting talk.

The committee made a decision to support the Kahawai Legal Challenge with a donation of $1500 with a pledge to commit the same amount next year. This challenge is considered a test case. An independent view on how the law should be interpreted and how the Minister shall ‘allow for’ non-commercial interests is very important.

We must thank all the Coastguard operators who do such a fantastic job for all boaties. They cover a big part of the Eastern Bay coastline right up to East Cape and the Ranfurly Bank. All these people devote a week at a time to maintain a listening watch.

I feel the club is in excellent heart. The past year has shown how lucky the club is to have a membership base of such dedicated and generous people.

Finally thanks to the committee, our catering team and all helpers, sponsors and countless others who made the running of the club such a success.

The club awards pins annually for the first of the following species to be weighed or tagged for the fishing year which runs through from the 1^st of July until the end of June – marlin (striped, blue, black), tuna (yellowfin, bluefin, bigeye) must be over 15kg, kingfish (must exceed one metre), shark and shortbilled spearfish.

Fish courtesy weighed for our members by another club will be accepted for records and trophies so long as they are claimed with this club only.

If a member belongs to more than one club (affiliated to the NZBGFC or otherwise) they must nominate which club they are weighing the fish for and it must be clearly written on the weigh sheet.

I have audited the attached Financial Reports. The financial report provides information about the past financial performance of Waihau Bay Sports Fishing Club Inc and its financial position as at 30 June 2006.

The committee is responsible for the preparation of financial reports which fairly reflects the financial position of the club as at 30 June 2006 and of the results of operations for the year ended 30 June 2006.

It is my responsibility to express an independent opinion of the on the financial reports presented by the committee and report my opinion to you.

An audit includes examining, on a test basis, evidence relevant to the amounts and disclosures in the financial reports. It also includes assessing:

- whether the accounting policies are appropriate to the circumstances, consistently applied.

I conducted my audit in accordance with generally accepted accounting standards except that my work was limited as explained below. I planned and performed my audit so as to obtain all the information and explanations which I considered necessary. I obtained sufficient evidence to give reasonable assurance that the financial reports are free from material misstatements whether caused by fraud or error. In forming my opinion I also evaluated the overall adequacy of the presentation of information in the financial reports.

Other than in my capacity as auditor and as a financial member of the Club, I have no relationship with, or interest in, the Waihau Bay Sports Fishing Club Inc.

In common with other organisations of a similar nature, control over some sources of revenue prior to it being recorded is limited, and there are no practical audit procedures to determine the effect of this limited control.

In this respect alone I have not obtained all the information and explanations that I have required.

In my opinion, except for adjustments that might have found to be necessary had I been able to obtain sufficient evidence concerning revenues, the Statements of Financial Performance fairly reflects the results of operations for the year ended 30 June 2006.

In my opinion, the Statements of Financial Position fairly reflects the financial position of the Waihau Bay Sports Fishing Club Inc as at 30 June 2006.

My audit report was completed on 30^th August 2006 and my qualified opinion is expressed as at that date.

It has been a year with a prevalence of high winds and rough seas and combined with rising fuel costs has resulted in less boats on the water with a corresponding drop in the number of incidents and tow-ins.

The swamping of the boat at Te Kaha last year with the loss of a 14 year old was fully covered in a TV documentary and skipper was subsequently taken to court. We also got a call regarding two swimmers in difficulty just out from the motor camp who were assisted in by two others and one had to be taken to Whakatane Hospital suffering from hyperthermia.

We have conducted an exercise this year with the gangplank on the front of Oceanside and successfully shown that we can safely land rescue personal onto exposed rocky areas in adverse conditions. A full scale exercise along these lines is planned for the start of summer.

Our hand held radios were put in the hands of Coastguard Federation who assured us they could acquire the necessary funding but have not done so despite repeated excuses so we have decided to apply directly ourselves to the Trusts for funding. Christine Elmiger has kindly offered to make these applications.

A new radio operators guide has been compiled in conjunction with the Police and should simplify procedures for our radio operators, give them protection in the advent of OSH inquiries an make us an even more efficient unit. Our radio operators are the mainstay of our operation and once again are to be commended for the magnificent job done throughout the year and the public appreciation is evident in the positive feedback we constantly get from boaties and in donations received.

A First Aid course was held to keep us all current and we were very fortunate to secure this at a minimal cost.

We have continued to add to our asset base with tow and rescue ropes purchased plus tote tanks for fuel.

Many of our members have been awarded five year long service awards so congratulations to all recipients.

We continue to receive financial support from Waihau Bay Sports Fishing Club and this year have also received a $450 cheque from Te Kaha Fishing Club and the Whakatane Coastguard came up with a cheque for $500 for using our repeater which will probably be an annual payment.

The annual Coastguard raffle was once again a success and well worth the marvellous effort everyone put in.

We have purchased a 20 metre pole to mount our new repeater aerial on and have arranged for a hole to be dug on the site so only await weather conditions to have it all operational which will be a major milestone in our endeavours.

Our financial reserves are healthy so we are in very good shape for any future demands on our services.

Looking back over the past five years of being President I feel we have achieved a lot we can all be proud of and wish to thank you all for your continuing support and unselfish way in which you all give of your time and effort in the cause of saving lives and promoting safety at sea.
