Excuse me if this sounds a bit dense but a bit green with the stick baits and about to order some.
Do floating stick baits simply float at rest and sinking ones simply sink at rest, or is it more so the action they take, that is; sinking dive more when pulled through the water???

yip pretty much that, i find the floating one's are better in smoother seas and the sinking in rougher. I wouldn't say the sinking one's dive more when pulled but defiantly stay just under the surface better. It's good to have 1000 of each type.

As for when to use them -I like to use floating stickbaits in calm conditions, & sinking stickbaits in both calm or rough conditions.
