I have 2 granddaughters in Otemotai, one of them went floundering with her school and set a net and caught flounder. Now they want me to do the same!!!               Any body have any advice ? Are there any closed areas to avoid? Cheers

No idea mate, but would be very interested to know if you manage to crack into some. 
I did go flounder spearing around Omokoroa a few years ago, but we only saw little juveniles and eels. Good luck!

I don't know anything about floundering around Tauranga but for closed areas check out the Marine Mate phone app. It's got things like all the HPAs, reserves, cable zones, High speed access lanes (aka water ski lanes) loaded and can show you where you are in relation to boundaries etc.
