Best bet would be south end of Pauanui beach. Bit of a walk to the reef and casting out in to reasonably deep water. This is the go to area for yellow tail livies early in the morning.

spent 4 days there last week, fished each night from 10pm till 5am, huge schools of  very large kahawai all inc tide with 1-2 large kings seen every half hour ish.  Thousands of  jack macks up to 20 inches in size was attracting them. Was targeting trevally so wasnt interested in the kings but seemed like a great place for em.   Wharf by the sports fishing club  where Tui terrace and wharf road meet. great wharf, even has metal rod holders and several large bait boards for those fishing.

If you think you are too small to make a difference, try sleeping with a mosquito in your tent.
