Would using a twisted light mono leader with stretch dampen the effect of a stiff rod on stickbaits, or kill the action of a lure?

Bit hard to answer that. 

Depending on bait, rod, how light you are talking about etc. Ive not seem them kill a lures action but, again that depends on a lot of factors, hooks, water condinditions how unco I am on the day etc.

I doubt it would dampen the effect on lure much at all. However I have experimented with them a bit and struggle to see any benefit for me, fishing for kings.

Id say if you are hunting GT over coral bombies etc and want to make a leader heavier, but keep it supple then thats why you would go to the effort of making them up. Only other good thing about them is that they are easier to change out when you get cut off. Just whip up a bimini and connect.

They were all the rage for a while, have had some anglers use them but seems most shy away form them nowadays.
Like Sid fishus says they make changing easier via a bimini and I think it was the fact that you could connect braid to mono via a Bimini that made this a popular choice a little while ago.
Now that people are tying FG or PR knots with great success and reliability the old twisted leaders have become less popular.

poppers only, twisting the leader takes all the stretch out of it, so every little twitch or rod movement is direct to the popper, there is a few ways to make them, I like to spin up a single piece of leader with a drill and then go to the middle of it and let the memory do its thing and twist it up, add some single leader to the end and your away.
