This is a the male Elegant Wrasse, Anampses elegans. 
It is a tropical visitor to NZ waters, probably arriving as larvae in warm summers. 
There are some spots at the Poor Knights Marine reserve where groups of females are reliably seen but the males are far less common. 
This one was the most colorful I have ever seen and would look more at home on a coral reef rather than amongst kelp.
Very cool fish (but soooooo annoying to take pictures of... they never stop swimming!).
