I heard there's a lot of paddle crabs at Papamoa Beach but where exactly is the good spot to catch them? I'm planning to use crab pot with chicken frame as a bait.

Literally anywhere. There are more than a few out at the moment. Daily limit is 50 per person from memory, so it will pay to check that. No size limit. Seriously, anywhere along the beach will be good.
