Do you want something that can be used for both topwater and livebaiting? If purely livebaiting then a overhead (like a TLD25 or Tyrnos30) on a Backbone Elite would be a better option than a spinning reel.

You need to ask yourself if you really need the free lining system. If so then options that would stop a king are more limited. If not any tough reel would do. 8000 size minimum. You don't need to spend a lot on the rod. Go for cheaper and tougher fibreglass. An ugly stick would be a good choice.

Admittedly not a big king at 83cm but whatever.. using 8kg mono,40lb leader bait runner 8000 and a catana 9,6 8kg rod
Don't go to heavy!!
Just learn to play your fish let them run when they want to.. enjoy the fight don't try skull drag them to the rocks when they are green. When they are ready and the fights over they will come in to you

You can land nice fish on light gear but you can land nicer ones on heavier gear.
If targeting kingfish even small(ish) ones can be tough to land from the rocks and it is no fun for you or the fish if you lose a lot of them.

Definitely wouldn't recommend going light, a decent kingi will run you into the rocks every time, you need decent gear to cope with that. if say 24kg minimum but 37kg better.

If you want to livebait fish for kings off the rocks and have a $300 budget, suggest forgeting the spin and  buying a TLD 25 with a decent ( doesn't have to be expensive) fibreglass 7'-9' rod and spool of 15 -24 kg mono. This setup puts you in with decent chance is far better suited to land based livebait fishing ( with balloons) and will last you many years

TLD 30 would be on my list as well.......make sure the rod is not a broom stick.......the new shimano backbone lbg is nice.........Black/silver bindings.......has a really nice action compared to that evil burgundy one.....that was more a 24 kg rod and a strong back ! ,,,,,,,that black silver one has a sweet action on it.....folds over ......yet has some boogey down low.....i have an old composite developments glass rod 15-24 ......great rod for lbg that one.
Once the idiots turn up..Im outta here...No time for Drama Queens.
