This seems to be the cause of most issues, it shouldn't be according to Google , but it is on the ones I have seen. Pcj, I presume from your post that you have a pin set as your unlock code for the phone. What android version are you running and is it patched to the latest security level for that version? For this "card" to go into google Pay and work properly the phone and installed software must meet the Google Play Protect requirements.
