I am not a premium subscriber so cannot get the full article.
However, I suspect we know who the hardest hit will probably be and who the beneficiaries will be with a vested interest in control over proposed area.
Perhaps a premium subscriber could enlighten us.

The Hauraki Gulf Forum - made up of council, government and tāngata whenua representatives - also voted at a meeting this week to work to restore 1000 square kilometres of shellfish beds and reefs which have been destroyed by decades of plunder.

We can be very quick to blame the commercial sector..who in the most part, like recs, work withing the legal limits.

 Legal limits set by Who? the government..the law makers..

Bottom line this is a 100% reflection on "decades of (legalised) plunder 

So why not call it just that.. in the headlines..

No fishing: Large swathes of Hauraki Gulf could be placed in marine reserves or closed to fishing Due to Decades of Government Mismanagement

Also of note is the influence of Sea Change, which has been discussed in length in several previous threads over the yrs .

Also keep in mind, due to a supreme court ruling back in the 80s from memory the treaty of Waitangi is exclusively a contract between Maori and the crown.. it doesn't include the rest of the population..therefore rec fishers, technically and legally are out of consideration..

At the end of the day, regardless, we have all known that one day large sections of our coast line WILL NEED to be closed to all due to BS legislation and the law makers decades..no over 70+ yrs of failures.

Long story short, for those who can't read it:

Hauraki Gulf Forum have made a non-binding recommendation involving increasing protected areas in the gulf. What exactly protection means has not been decided, but could involve restriction on methods (presumably targeted at commercial fishing, though this is not stated) and some no-take areas (perhaps 10%). It also talks about restoration of mussel beds and the like.

It is, essentially, a compromise recommendation which aims to increase protection and improve habitat while not annoying anyone too much.

The scientist quoted suggests that the recommendations would likely substantially improve fish stocks through increased production of spawn.

The Legasea guy quoted wants all commercial fishing banned, (as usual).

The spokesperson from Ngāti Whātua Ōrākei notes the dramatic decline witnessed by her people, and supports efforts to restore the mauri of the Gulf.

The industry spokesperson offers vague support.

It's non-binding, so ball's now in the court of government.

Yeah, remind me again how the Gulf Marine Park that National promised in an election bribe to keep fishers quiet is going.  Doesn't matter which party are in government, the same bureaucrats run MFish and they seem to be in the commercial fisheries pockets.

Its a continuation of some locals trying to convince government to do what they want; ie seachange phase 2 under a different name. Unfortunately, the Greens will no doubt support a huge expansion of marine protected areas, so government might be talked into it. 
Where I live (Whangaparaoa peninsula) recreational fishing is  already hugely constrained by the Cable protection Zone, 37,000ha of no-fishing. Any more reserve near here will be very unfair and strongly opposed.  
 
Don't forget, if you don't like fishing areas being confiscated, you can help vote them out next year.

Everything about Seachange is BS even the Gulf map of theirs is BS. How the hell is Waihi to the east tip of Opito bay even thought of as the Gulf? It must encompass every vested diving company interested in locking folks out.

Is this actual worth while reporting or simply filling more space with a few of the same old rattling swords until it is all to late... again.

Take the last round of climate change emiisions BS.

Well thats because the targets and BS set 20 odd yrs ago and ALL those since have missed..
 
Plastic bags.. same thing..
Even our illustrious leader talks about companies / business having a moral compass... they dont and by law cant.. period.
 It is the law makers that make the parameters...and the rest abide.
 Plastic bags legislated in X number yrs... as bad as continuation of inshore commercial fishing...BS 

There is a envioment of .. "re education"  and re educate the reeducation...where does this BS PC lead to?
 We see it in the LTSA play out till people die because of bad CoF/ WoF....an enquiry IDs the PC BS nature and now the unpopular tightening up..
If things where done right from day 1..  noneall this re education BS.. break the rules, do the time.. we would not be where we are now 

This applies to fish stocks, environment, emisssions, plastic bags, nano stuff.. etc etc 
 Law makers with no balls.

PS re education is a easy way to expand bureaucracy and use up a huge amount of the tax take that could be put in health, education and the front line staff pockets.

 Did you read in my post above.. the bit about Treaty of Waitangi is between Maori and government.. the supreme court defined that all the rest of use are not parties..
