I've seen others on a party boat (20 anglers on board) use snapper fillets to catch snapper when they ran out of bait

Those guys ain't legal.
But plenty of cases of like eating like. And for bait.
They don't usually care - if it is an easy feed. No conservation laws in the ocean. Dog (fish) eat Dog (fish).

Pretty much why the guys up at Kawau stopped trying to farm breed them in pens. They just ate each other!

Always gut before leaving and the kings turn up,clever how they know which part has the hook. Snapper will eat guts too.But if one starts using snapper as bait then the bait counts as daily limit.

yep, snapper eat snapper.  e.g. we went out spearfishing on a Saturday and got a kingfish and a few snapper.  The next day we went out again, swam over to a convenient crack in the rocks with a nice ledge to peer over and tipped the snapper frames etc. into it.  Left it alone for about 30 minutes and before I swam back to watch snapper feeding on the frames (shot the largest one).

We used to do the party boats for snapper fishing ages ago
The skipper would stop us if we gutting our snapper, while the rest of the party were still bait fishing for them.... was a big no no doing that

Hey, who hasn't caught nice snapper stray lining with fresh fish guts as bait ?
I haven't tried snapper guts for snapper yet.... nest time eh
