my son was gathering Tuatua and this was swimming around in the waves off Ruakaka beach. Used the bag to "net" it. I thought it was a blenny but pics look different. It's about 200mm long

Hi may or may not be of help but I have caught these in my whitebait net here in Taranaki at the mouth i.e. in the salt water. When you let them go they instantly bury themselves in the sandy bottom. I always thought that they were a species of mudfish but may need to be corrected on that. I'm fairly sure they are on the endangered list, if I remember rightly a fish ranger told me that 20-30 years ago. It's also a native I believe.

could it be a stargazer. Were pectoral fins large and colourful.  Sometimes called monkfish. A few species from both shallow and deep water.

Yes a spotted stargazer. They get quite big. I've seen plenty of small ones inside gurnard.

yeah , looks similar from the top but I bet a good side view would show it to have a more rounded head . I think too that the OP's pic might be of a juvenile ? , and critters do look different as they age  ( she's givin me the stink eye right now Big smile ) . 
 My Dad says Stargazers or monkfish are the poor mans crayfish , and they do taste a bit that way .
