Yes a decision ALLOWING bleeding of fish after capture was implemented quite a few years ago, cant put an exact date on it but at least 10yrs ago. I was weigh master at Whangamata when this decision came into force. Paul would probably know exact year
Pretty common sense rule as  tuna especially need to be bleed to make for better quality meat

surely not?…..who determines the "right" place and what "small" entails…..sounds like a VERY grey area….
