There was an article in NZ Fishing News recently by a guy who top water fishes from the rocks. He was sold one by a fishing shop in Whitianga, from memory, as good for the budget and up to the job.
Matched it with an Energy Concept.

I think Alan Hawk has reviewed it and rated it okay. Check out his website.
