If you don't mind buying second hand you may find a top end rod at a similar price to new average rod.
IMO this is the way to go, get a top end bit of gear for the same price as mid range new gear.

Depending on what you want to do....

If stickbaiting from the rocks or land based go longer say 9 - 10 foot as longer sweeps means your lure is swimming longer each sweep would suggest a demon blood 962 from Oz as Diawa here don't bring it in

If stickbaiting from a boat then something around 8 foot is good - likes of the Shimano T-Curve Revolution offshore stick bait rod rated 10-24kg is a good choice and value for money

If popping then something stiffer in 7-8 foot range is suffice likes of the Shimano backbone elite popper rod or something from diawa likes of saltist or demon blood popper rods

saltist 762, saltist hyper 792H,  or the 2014 back bone elite 832. or if you could look for one of the older demonblood 762H you may get one for under 400
