Kev is correct in terms of rod being rated at an angle of 0 deg or on the horizontal. The Japanese tend to term horizontal as 90 deg for some reason which can be confusing as other Asian rod suppliers like Smith and Jigging Master like to give a 90 deg angle rating or Vertical.
 
As for the numbers, there is actually no ISO standard regarding what numbers and letters stand for by each maker. The specification label is normally the best indication of what the rod is capable of.

I think a typo there Kaveman that should be 90 deg I suspect.
And that also means 90deg to the line angle

first 2 digits are length 8ft3inch, second 2 digits are power rating for blank so 83/35 blank power rating = 35lb drag at 0deg

Embarrassedwhat do the numbers on topwater rods stand for? Ie the numbers with a line on carpenters, 83/35, or on some rods, a three digit number like 832 on the new backbone topwater.
