Recently got an old 4hp evinrude 2 stroke.
The guy I got it off started it up and tested it out in front of me but I can't seem to get it going.

Any ideas for getting it started?

What setting should everything be at?

Got a new set of plugs to chuck in it too.

Same model as the one in this picture.

check if plugs are getting spark and check for compression.
could be gummed up carbs too

If its not too far, take it back and get him to start it up again for you. 
 He might know the engine pretty well and some old engines you have to hold your tongue juuust right..

As PJ saays . clean the plugs, engine start.
 If doesnt fire most likely electrical.

 On these old 2 strokes, be it a lawn mower  what ever, magneto timing check the gap between the magnet in the fly wheel and the coil pick up.

Spark, fuel, compression is all thats needed to fire up, and with old engines that compression doesnt need to be much at all.
If put thumb over spark plug hole and turn over, with enough pressure to blow past your thumb , will be enough.

If you have flooded an engine.. HOLD the throttle FULL open, and turn over.. basically you have turned the engine into a pump, with no vacuum to suck fuel into the cylinder, and what is in the cylinder is pumped out  dry.

It doesn't work on a air gap like a lawnmower its got a set of points set it at 0.0010 to 0.0012

Changed plugs and tried again with fresh fuel.
Still can't get her started.

Plugs are sparking.

Does this sound like a blocked carby?

Buy a can of engine start - you follow instructions on can and squirt in carb throat - should then fire and then stop - if so fuel problem definitely - great stuff.
Good fishing trip nothing breaks, great trip catch fish.

if getting spark then next is fuel, buy a can or carb cleaner and strip them right down and blow out the jets, just watch out not to spray the stuff in ya eyes when cleaning jets ;)

Could be the carburetor or fuel pump or its sparking at the wrong time when last was the synchronization done on this 1970 motor ,i would start with the synchronization of spark and fuel timing 1st

Got a can of engine start, removed plugs and sprayed directly into cylinder. Started for a few seconds.
Replaced fuel line, sprayed engine start directly into fuel line and turned over a few times but stopped again.

So sparks seem to be working may be a fuel or carby issue?

Bypass the fuel pump for the time being to illuminate a possible coarse get your friend to hold a funnel with fuel in it and a pipe attached to it above the motor and feed the carburator gravity fed if it still doesn't start make sure the air screw passage way is clean turn it out 1 1/2 times out from a slightly seated position for its correct adjustment possibly a blocked jet or a slight gap between the reed valve petals you will be all day and running around in circles if there is a gap in the reed valve if your synchronization is out although you getting spark doesn't necessarily point to carb

Ok when you say air screw passage are you referring to the two knobs at the front of the engine?
How should I have them set?

there is a long brass screw at the back end of the carb [on the air filter side ] if the air passage is blocked the motor will not start one possible problem ,unscrew it spray carb cleaner in and unscrew it at 1/1/2 turns out from a slightly seated position. [screwed all the way in ]

don't muck around doing more (tests), remove carb and strip it down and clean it, it could be due for new gaskets?

As Durban says.
 side note the 1 1/2 turns.. 99% of all carbs, be they a lawn mower, outboard or a big block V8 hot rod  with a holley or rochester carb(s), or a old 1950s 2 cycl8ner bradford van.. thats normal starting point and 1/4 turn rich either side..

If the funnel works, while running, take rpms up to a fast idle, put hand over the air intake, almost stall the engine then suddenly remove.. 4 or 5 times.

Then replace all the old fuel lines...

Far too many carbs are striped down when not required to be at all.
