Oh, yes, it does. That looks like a sabiki holding frame, although it is difficult to tell given a lack of anything to scale it against. Either for storing used sabikis on, or if too large for that, for putting long line traces on.Pretty yellow colour.
Unless it is two metres long. Then...its a ladder.

In Holland we use it for storing a fishing float/wobbler. But I dont know how they are called in english. They are most of the time 10-20cm.

We use it to carry the float/wobbler with the line attached to the fishing Rod. Do you know the name of it?

Like I said, sabiki holder, or sabiki frame. We don't use them much here, at least I have not seen any in use. Not attached to rods at least, I have seen a few in tackle boxes.
