At a guess, a few locals who think they own the world. Unfortunately not an uncommon thing around certain parts of our coastline. Have heard plenty of similar stories, although this one is a bit more 'james bond' than usual. Shrinking fisheries will cause more and more of this behaviour whereas an abundant fishery wouldn't generate the same level of angst and violence. Just another social consequence of rapid population growth and heavy overfishing in our inshore waters.

Why would you use a life jacket as a float? Talk about attracting attention. Anyone with a shred of commonsense would investigate if they saw a life jacket floating. Morons.

It seems quite common for people using long lines/nets to use them as floats.  I came across one earlier this year in the Manukau harbour.  It was quite unnerving because as we got closer to it I could see there was something in it, and I was thinking the worst.  But it turned out to be a plastic drum with a life jacket round it.  Bloody stupid idea, as if anyone had spotted it from land they would probably have called the authorities and triggered an unnecessary rescue.

A very high chance they were up to no good. Not just a matter of trying to protect their net. It is a common occurrence around Tauranga with Pacific islanders taking excessive amounts of sea food. This is often done as there is no food in the pantry and was a way of life back in the islands.
