Egg production on spawning grounds is usually not a factor in how many young survive.
Most fish are broadcast spawners, producing 1000s sometimes many millions of eggs for each juvenile that makes it to one year old. The simple idea, more eggs = more fish, is often wrong.
So protecting young fish from capture and waste needs more
attention.
