need advise on who to talk to, need a Volvo pent 150hp 4cyl looked at, not pulling rpm. need someone to come to hobsonville marina, any recommendations?

Jemry, check you do not have to coarse a pitched prop.
Wrong prop will mean an engine will not reach full rpm.

Is it blowing smoke as well? If a turbo then it is probably not providing boost anymore.

Had the same props for years, not blowing smoke. had injectors done, new air filter, will check and replace fuel filter in next couple of days.

Reminded of a story about a lady in the great lakes - complained to mechanic that boat was slow and sluggish - he went and had a look - trailer still attached to boat in water!

Is bottom foul?

LOL, no it's normally on a trailer, looking more and more from what I'm reading online like a fuel problem.

I remember reading in my volvo manual (injected v6 petrol) that if there is an issue with fuel injection or a fault with any of the sensors the ecu will limit revs to 2000-2500 max.

Perhaps start by checking all the sensors for faults?

If turbo engine, would take mixing elbow off and check clearance between turbine and turbo housing. If the gap is visibly larger then about .2 mm then you may not be getting the required boost pressure. Also a good chance to check the condition of the mixing elbow, they are prone to corrosion and worse case causing cooling issues. I would hope you are changing (or at least inspecting) your fuel filters each season and you will see any signs of bug that may be restricting max fuel flow.
